Found the answer, courtesy of a geocaching site -

The answer is that this is, as I suspected the initials of William Symons, the vicar plus the date (and two initials of the churchwardens, not shown here), from when the tower fell down! The porch was destroyed and, when rebuilt straight afterwards, the initials added.
